Policy #005:Vacancies on the Road Committee

Objective:To maintain the membership of the committee at optimum productivity and efficiency.


Policy and Procedure: 

If a vacancy on the Committee should occur, the Committee shall have exclusive authority to fill the vacancy.    The Committee will advertise the vacancy on the website and newsletter (if time allows) and shall choose from respondents the person the Committee feels best possesses attributes such as willingness to serve, community spirit, and ability to contribute personal time and talent.  When that particular position on the Committee is up for election, the appointee can run for re-election should they desire, along with other announced candidates.

If the Committee finds no suitable replacement for a vacancy, the position may remain vacant until it comes up for election, at which time it will be filled by a candidate elected as described in Policy #004.



The policies of the Rancho Heights Road & Management Committee have been established in accordance with the Declaration of Restrictions and Road Maintenance Agreement recorded at the County of San Diego Document #73-01969 section 9.

Policies are intended to serve as a framework for the Committee’s decision-making process and shall not be construed in any manner to restrict the decisions of the Committee in any specific circumstance.  All circumstances will be evaluated on a case by case basis and policies shall be interpreted and applied by the Committee using its best judgment for the benefit of the community at large as per its authority granted by the Declaration of Restrictions and Road Maintenance Agreement.  All decision made by the Committee are binding and final.

Policies and Procedures are subject to revision at the discretion of the Road Committee.
